A presidential decree restores pensions to civil retirees whose payments were suspended for security reasons before December 8, 2024. Reinstatement applications open on September 13, 2026, with payments resuming October 1.

Pensions Ordered Restored

Syria's General Social Insurance Institution said that civil retirees whose pensions were suspended for security reasons before December 8, 2024, may now apply to have their payments reinstated. The step is mandated by Presidential Decree No. 1223, issued on September 3, 2026.

Beneficiaries, or their legal representatives, can begin filing applications on Sunday, September 13, 2026. Reinstated payments are scheduled to begin on October 1, 2026, giving the measure a short implementation window of about three weeks.

Who Qualifies

The decision applies to civil retirees whose pension entitlements were halted on security grounds at any point before December 8, 2024. Requests are to be submitted in writing to the local branches of the insurance institution that correspond to each applicant.

Applicants below the age of 60 must additionally document their current employment status, alongside the standard civil and insurance records.

Required Documents

Each application must include a family statement, a civil registry extract, a non-coverage certification, and an insurance and pension clearance. The institution described the paperwork as the basis for confirming eligibility before any payment is released. Where a retiree cannot file in person, a legal representative may submit the request on their behalf.

Verification and Oversight

The institution's general administration will examine each request through Decision Committee 1055/2026, which is tasked with vetting applications before entitlements are reactivated. Claims are to be handled through the local branch that corresponds to each applicant.

Monthly reports will track the number of cases processed and the total amounts disbursed, creating a running record of the rollout as applications are reviewed and cleared over time.

A Short Timeline

With applications opening within days of the announcement and payments set to resume at the start of October, the measure restores a source of monthly income to affected retirees on a compressed schedule. For those covered, the practical effect is the return of a regular payment that had been cut off, with the first disbursement due at the beginning of the coming month.

The decree frames the reinstatement as an entitlement rather than a discretionary payment, and sets the process in motion through the insurance institution rather than leaving it to case-by-case discretion.
