Reviving State Finance in the Northeast
Syria's finance minister and the governor of Al-Hasakah agreed to reactivate the province's state financial and banking institutions during talks on 14 July 2026. The plan covers reopening bank branches, restarting the local finance directorate, and restoring insurance services across the northeastern governorate.
For years, much of Al-Hasakah operated outside the reach of central state institutions, leaving residents with limited access to formal banking and public financial services. The talks framed the reopening as a step toward closing that gap.
Banks and Branches
The measures include opening new branches of the state commercial bank and the agricultural bank, and reactivating the finance directorate and its offices throughout Al-Hasakah. Officials agreed to speed up the procedures needed to bring the branches back into service.
Two branches of the state insurance institution are also set to reopen, restoring points where residents can handle official financial and administrative transactions locally.
Support for the Wheat Season
The finance minister stressed "the necessity of accelerating the completion of procedures to reopen agricultural bank branches," linking the step to wheat marketing and services for farmers. Al-Hasakah is the country's largest wheat-supplying province, making local access to the agricultural bank central to paying growers for this year's harvest.
Insurance and Pensions
Alongside the banks, officials discussed reopening branches of the state insurance company and the general insurance and pensions body, which handle policies and social payments for residents and public employees in the province.
Reintegrating the Province
Restoring banks, the finance directorate, and insurance offices is part of a broader effort to fold Al-Hasakah's economy back into central state administration. A field visit was planned to assess what each institution needs to resume full operations. The banking and insurance reopenings mark the latest step in bringing the province's services back under national administration.
