Deal on Grain Infrastructure
Syria's Ministry of Economy and Industry, acting through its General Administration for Domestic Trade and Consumer Protection, signed a memorandum of understanding on 6 August 2026 with the humanitarian organization HEKS/EPER to rehabilitate infrastructure across the grain and bakery sector.
The agreement sets out a framework for joint development projects covering public bakeries, flour mills and grain storage facilities, rather than a single one-off contract. The administration that signed it oversees domestic trade and consumer protection, the area of government most directly tied to bread supply.
What the Pact Covers
Under the memorandum, the two sides will rehabilitate public bakeries and modernize their infrastructure, equip mills with new production lines, and restore silos and grain storage sites. The plan also includes upgrading mill laboratories and improving operation, maintenance and food-safety standards.
Training programs for technical and administrative staff form part of the package, alongside measures to raise hygiene and quality standards across the milling and baking chain. The stated aim is to lift the efficiency of institutions that produce and store grain.
Storage and Strategic Reserves
The director of the Syrian Grain Corporation, Hassan al-Othman, said the current season had produced a good wheat crop, reflecting an improvement in agricultural performance. He said the present stage requires expanding storage capacity by rehabilitating silos to preserve the strategic reserve and absorb future harvests.
He described the memorandum as a framework for development projects intended to improve the efficiency of mills and bakeries and to raise the quality of services provided to citizens.
Food Security Aim
Officials framed the agreement as part of wider efforts to develop grain-sector infrastructure and strengthen its production and storage capacity, in line with the government's economic recovery and reconstruction programs.
The condition of mills, silos and public bakeries bears directly on the supply of bread, a staple in Syrian households, tying the plan to everyday food security rather than to a distant policy goal.
