Syria and Morocco Open Embassies, Establish Joint Business Council in Rabat

The Syrian and Moroccan foreign ministers announced the mutual reopening of embassies and the establishment of a joint business council during a meeting in Rabat on 14 May 2026, restoring ties suspended since July 2012.

New Diplomatic Opening

The Syrian and Moroccan foreign ministers announced on 14 May 2026 the mutual reopening of embassies and the establishment of a joint business council, restoring relations suspended since July 2012. Syrian Foreign Minister Asaad al-Shaybani made the announcement during a joint press conference with his Moroccan counterpart Nasser Bourita in Rabat.

The two ministers described the talks as setting a comprehensive path for ties between Damascus and Rabat, beginning at the political level through the two foreign ministries and extending into economic and commercial cooperation.

Joint Business Council

The most concrete deliverable announced in Rabat was an agreement to establish a joint Syrian-Moroccan businessmen's council. The body is meant to coordinate private-sector engagement between the two countries and channel future commercial and investment activity.

The framework also covers educational and cultural cooperation, alongside the political track agreed between the two foreign ministries.

A 14-Year Freeze

Bilateral relations had been frozen since July 2012, when Damascus and Rabat mutually expelled their ambassadors. The hiatus reflected a long-standing dispute rooted in Syria's recognition of the Sahrawi Arab Democratic Republic on 15 April 1980, a position that strained ties with Rabat for decades.

Polisario Reversal

The reopening follows a sequence of moves over the past year. On 17 May 2025, Morocco announced it would reopen its embassy in Syria. On 27 May 2025, Syrian authorities shut down Polisario Front offices in Damascus, with Moroccan representatives present to witness the closure.

The two steps reset the political pre-conditions for normalizing relations, paving the way for the embassy reopening announced on 14 May 2026.

Outlook for Trade

The ministers framed Syrian-Moroccan relations as moving on an upward trajectory, reflecting a wider opening for Damascus toward Arab capitals it had drifted from for years. The new joint business council will determine how quickly the diplomatic reopening translates into traceable trade flows between the two economies.
