New Procedural Rulebook
The Ministry of Local Administration and Environment released the first official edition of a unified procedural guide for managing investment and contracting across the country's administrative units on 4 August 2026. Officials described the document as a step toward simplifying contracting procedures while tightening oversight of the public assets held by municipalities and local councils.
The guide sets out the full contractual cycle, from the announcement of a project through the award, monitoring, dispute resolution and termination of contracts. Once formally adopted, it will serve as a mandatory reference for every administrative unit.
Eight Chapters, Eleven Annexes
The document is organized into eight chapters and eleven appendices that walk officials through each stage of the process. It details the permitted contracting methods, the rules for advertising tenders, and the procedures for supervising performance and settling disputes.
An official said the framework is meant to "simplify contracting procedures and investment of municipal and local council assets while focusing on protecting public funds and promoting transparency."
Anchored to the New Pound
The guide adopts the new Syrian pound (SYP) as the standard unit for evaluating all financial ceilings and operations covered by its rules. Tying contract thresholds to the redenominated currency aligns local procurement with the country's broader shift to the new banknotes.
By fixing valuation in the new currency, the framework aims to give investors and contractors a consistent basis for pricing deals with public bodies.
Part of a Legal Overhaul
The procedural guide forms part of a broader package of legislative modernization announced on 6 July 2026, which touched local administration, environmental protection and financial regulation. Authorities have presented the changes as an effort to rebuild governance and draw investment into reconstruction.
The measure focuses on the day-to-day machinery of public contracting rather than any single project, standardizing how thousands of municipal deals are structured nationwide.
