One Window for Investors
Syria's Investment Authority held an expanded meeting at its headquarters on 6 October 2026, bringing together representatives of more than 26 ministries, state agencies, and public institutions to activate a single-window system for investors. The session focused on finalizing the operational steps needed to switch the system on and to develop an investor service center that routes applications through one point of contact.
The meeting marked a shift from planning to execution, with each participating body expected to name a representative empowered to act on investment files inside the shared system.
Agencies at the Table
Bodies represented at the meeting spanned the economy, industry, interior, agriculture, social affairs, labor, justice, public works, housing, transport, energy, telecommunications, information technology, and tourism portfolios. The General Authority for Ports and Customs, the Commercial Bank of Syria, and the Commercial Registry Office also took part.
The breadth reflects how many separate approvals a single project can require, from company registration and customs clearance to land, utility, and sector licences.
How Approvals Will Flow
Participants reviewed the working mechanisms for the delegated commissioners, the powers granted to each representative, and the coordination steps between the authority and the entities they speak for. A central aim is to track investor cases that require several agencies to act at once, so files no longer stall as they pass from one office to another.
Push for Transparency
The move extends a drive the authority outlined in July 2026 to automate procedures and let investors follow their projects stage by stage, reviewing each completion phase of a file. By routing paperwork through a single channel, officials say the system is meant to shorten approval times and reduce the overlapping requirements that have long slowed capital entering the country. The service center is intended to give applicants one place to submit documents and check where an application stands.
