Reform Talks in Bangkok
On 16 October 2026, Syria's finance minister, Mohammad Yosr Barnieh, met Jihad Azour, the International Monetary Fund's director for the Middle East and Central Asia, on the sidelines of the Fund's annual meetings with the World Bank in Bangkok. The two reviewed recent progress in Syria's financial reforms and the preparations still required to complete the requirements for an Article IV consultation.
What Article IV Means
An Article IV consultation is the Fund's periodic review of a member state's economic and financial conditions, pairing a technical assessment with policy discussions and recommendations on economic, monetary, and financial stability. Completing one would mark a further step in Syria's deepening engagement with the institution.
Eighteen Months of Engagement
Azour said the Fund had carried out more than 40 activities for Syria over roughly 18 months, including technical-assistance missions and workshops, with 20 of those missions traveling to Damascus. He described this as the highest level of technical engagement the Fund has maintained anywhere in the Arab region over that period.
Barnieh set out the ministry's priorities in development and financial reform and outlined Syria's need for further technical assistance. Both sides discussed the institutional and financial reforms already under way with Fund missions, along with the challenges that remain before the consultation requirements are met.
A Week of Meetings
The discussion was one of several Syrian engagements at the Bangkok gatherings. On 15 October 2026, Barnieh and the governor of the Central Bank of Syria, Mohammad Safwat Raslan, met Ali Al-Huwaisni, the executive director of the Fund's Arab group, on the same sidelines.
Stakes for Reform
Deeper technical cooperation with the Fund supports the ministry's stated priorities in development and financial reform, for which it has sought continued technical assistance. The meeting reflected a widening relationship as the country advances its reform program.
