New Rules for Decree 68
Syria's Ministry of Finance issued on Thursday, 21 May 2026 the executive instructions for Decree No. 68, signed by President Ahmad al-Sharaa and dated 18 March 2026. The decree sets qualitative increases to salaries and wages for staff at a defined group of public bodies.
The instructions translate the decree into operating rules, specifying which job titles are covered, the size of each increase, and how and when payments will be made.
Which Bodies Are Covered
The increases apply to workers in the Ministries of Health, Higher Education and Scientific Research, Education, and Endowments, as well as the Atomic Energy Commission. They also reach staff at the Central Bank of Syria, the Central Authority for Oversight and Inspection, and the Central Authority for Financial Control.
Article 1 of the instructions ties eligibility to job titles listed in schedules attached to the text, covering the named ministries and the entities linked to them.
The Size of the Raise
For staff who do not benefit from the qualitative increases, the instructions set a general raise of 50%. Workers in remote areas within the Health and Education ministries receive an additional 15% of their fixed monthly wage, while those in semi-remote areas receive an extra 10%. Under Article 2, the monthly wage and compensation for covered staff are granted according to an attached qualitative-increase schedule.
A separate radiological-classification allowance is granted to eligible staff at the Atomic Energy Commission, according to fixed amounts listed in the attached schedule.
When Workers Will Be Paid
The Ministry said the increases are targeted for disbursement with the current month's salaries. To avoid delays in some cases, the old salary may be paid before the Eid holiday and the increase immediately after.
All ministries and public bodies were asked to submit the required name lists and schedules so payments can be completed without delay. The Ministry described the step as part of a gradual effort toward a unified, comprehensive wage system.
