Sharaa Decree 107 Reconstitutes Syria's National Import-Export Committee

Syrian President Ahmad al-Sharaa issued Decree 107 of 2026 on 17 May, reconstituting the National Import-Export Committee. The head of the customs and border crossings authority remains chair, joined by four ministers and five other senior officials.

Decree 107 Names New Committee Lineup

Syrian President Ahmad al-Sharaa issued Decree No. 107 of 2026 on Sunday 17 May 2026, reconstituting the National Import-Export Committee. The head of the General Authority for Border Crossings and Customs serves as chair under the new composition.

The membership comprises four ministers — Economy and Industry, Finance, Health, and Agriculture — alongside three deputy ministers, an assistant minister for environmental affairs, and the Director General of Customs.

Customs Chief Keeps the Gavel

Placing the head of the General Authority for Border Crossings and Customs in the chair preserves the leadership structure first set when the committee was originally established. The same chair role was assigned under Decree No. 263 of 2025, issued in November 2025.

The chair now presides over a body whose portfolios span trade, fiscal policy, agriculture, public health, and environmental affairs.

Economy Ministry Doubles Up

The Ministry of Economy and Industry holds three seats on the reconstituted committee: the minister, the deputy minister for industry affairs, and the deputy minister for trade affairs. The weighting puts the trade-and-industry portfolio at the center of the body responsible for cross-border commerce.

The Ministry of Finance carries two seats, with the minister joined by his deputy. The remaining ministerial members are the Minister of Health and the Minister of Agriculture.

Environment Pulled Into Trade Decisions

The assistant minister for environmental affairs at the Ministry of Local Administration and Environment takes a seat on the committee, bringing environmental oversight into import-export decisions. The Director General of Customs joins as a member, completing the ten-person body.

The composition combines ministerial-level political authority with technical customs leadership in a single decision-making forum.

Reference to the 2025 Founding Text

The new decree reconstitutes the committee originally provided for in paragraph (a) of Article 1 of Decree No. 263 of 2025. That earlier text first created the National Import-Export Committee and assigned its leadership to the head of the General Authority for Border Crossings and Customs.

The published version of Decree 107 lists the reconstituted lineup without indicating which prior members were retained or replaced.
