Syria to Auction 200,000 Tons of Surplus Durum Wheat

A state grain authority opened a tender on 17 September 2026 to sell 200,000 tons of durum wheat classified as surplus to national milling needs, with bids closing on 20 October 2026.

Tender Opens for Wheat Sale

A state procurement body opened a public tender on 17 September 2026 to sell 200,000 tons of Syrian durum wheat, offering second- and third-grade stock held by the national grain corporation. The volume was classified as surplus to the country's milling needs.

The tender, registered under number 100-M-2026, sets a submission deadline of 20 October 2026, with sealed bids to be delivered by hand to the authority's office in Damascus. The General Supply and Procurement Authority is named as the beneficiary of the sale, while the wheat itself is owned by the national grain corporation.

Terms of the Sale

Winning bidders must post a final deposit of 5 percent of the contract value within five days and complete withdrawal of the wheat within 60 calendar days of the work order. Bids remain valid for 30 days after the deadline.

Late execution carries a penalty of 0.1 percent of the total value per day, capped at 20 percent of the contract. The tender package is priced at $50 (USD) and can be obtained in person or paid for digitally.

A Surplus to Sell

Classifying 200,000 tons as surplus to national milling needs signals improved domestic grain availability. Offering the stock for sale, rather than holding it for local consumption, indicates the authorities judge supply sufficient to cover demand heading into the autumn.

The stock spans second- and third-grade durum, categories typically used for pasta and semolina production rather than standard bread flour, which may shape the pool of interested buyers.

Economic Stakes

Monetizing surplus stock frees storage capacity and turns idle reserves into revenue for the state. Should the wheat be sold to buyers abroad, the transaction would also earn foreign currency.

The final proceeds will depend on the number and value of bids received before the 20 October 2026 deadline, and on the grade-based prices offered for the two categories on sale.
