New Pay Scale Takes Effect
Syria has begun applying a new round of salary increases across the higher-education sector under Presidential Decree No. 68 of 2026. Details of the figures applied to each category of employee emerged on 14 June 2026, covering resident physicians, engineers, and technical staff at universities, technical institutes, and bodies affiliated with the Ministry of Higher Education.
The decree set the legal framework, while the specific amounts were finalized through joint coordination between the Ministry of Finance and the Ministry of Higher Education.
Doctors and Technical Staff
Resident physicians working in study and health programs receive an addition of 6,500 new Syrian pounds (SYP), raising their monthly salary from 39,000 SYP to 45,500 SYP. Technical staff members receive the same increase of 6,500 SYP.
The adjustments are denominated in the new Syrian pound now in circulation, and the size of each raise depends on the employee's job category.
Engineers and Teaching Cadres
Engineers employed at universities, technical institutes, and ministry-affiliated institutions receive roughly 48,000 SYP in combined increases and allowances. Teaching staff at technical institutes receive graduated raises that vary by qualification, distinguishing between holders of bachelor's, master's, and doctoral degrees.
The differentiation means the headline figures translate into different take-home gains depending on rank and credentials.
Administrative Staff Still Pending
Administrative employees were not included in this round and remain under review. The ministry said it is completing the study of several proposals and procedures related to improving their occupational situation, leaving the timing of any further increase unspecified.
Pressure on Public Wages
The decree adds to a series of state efforts to lift public-sector pay as living costs remain elevated. Because the increases are tied to specific professional categories rather than applied across the board, their effect will vary widely among the ministry's workforce.
