Licensing Window Opens June 1
The Syrian Ministry of Energy has issued executive regulations governing the licensing of fuel stations, setting Monday, 1 June 2026 as the date applications will begin to be accepted. Energy Services Directorates spread across all Syrian governorates will receive submissions on that date under the terms set out in the newly approved regulations.
The ministry made the announcement through its official Telegram channel and said the full regulations document can be retrieved either by scanning a QR code or through a dedicated link it has published alongside the notice.
Investment Environment Targeted
The ministry described the rules as part of a broader effort to organize the energy services sector and develop a clearer environment for investment. Stations operating under the framework will be required to meet approved technical and regulatory standards, including service-quality requirements and adherence to the compliance criteria set out in the executive regulations.
Online Portal Promised
Applications will be submitted through a dedicated electronic link the ministry said it will publish closer to the start date. The portal is intended to ease registration and ongoing follow-up for both prospective investors and operators of existing fuel stations, all of whom will be subject to the same licensing process.
Modernizing Fuel Oversight
The new framework is positioned as part of a wider plan to update the regulatory architecture of Syria's fuel-distribution sector, simplify licensing procedures, and raise the efficiency of services delivered to citizens at the pump. The ministry described the step as aligned with what it called the requirements of the next phase, and with the sector's planned expansion and modernization.
First Filings From June 1
From 1 June 2026, prospective licensees can begin submitting their files through the regional Energy Services Directorates listed in the executive regulations. The ministry has not yet specified a closing date for the first application cycle. Further implementation guidance and the online submission link are expected to be released before the opening date.
