No Change to Bread
The Deputy Minister of Economy and Industry, Maher al-Hasan, affirmed on Sunday, 13 September 2026, that neither the price nor the weight of a bread bundle would change, in categorical and final terms, despite the recent rise in fuel prices that followed higher global oil costs. Bread is among the most closely watched consumer goods, and its cost is sensitive to any change in fuel or transport prices.
Higher Flour Subsidy
To offset rising production costs, the price of a ton of bread flour was cut from 20,000 Syrian pounds (SYP) to 15,000 pounds, a reduction of 5,000 pounds, or one quarter of the previous level.
The reduction raised the subsidy on bread from 60 percent to 70 percent, meaning the state now bears the larger share of the cost. Officials said the step was meant to keep the staple stable and ensure it reaches all citizens.
Oversight and Enforcement
Consumer protection teams are following bread production and distribution across the provinces. The authorities said they would not hesitate to take the strongest legal measures against anyone attempting to tamper with the weight or price of a bread bundle, or to exploit current conditions to raise prices unlawfully.
Fuel Cost Backdrop
The assurance on bread came after prices of petroleum derivatives were raised, a move attributed to an exceptional increase in the global cost of securing these supplies, coinciding with a comprehensive overhaul at the Banias refinery. That price adjustment was described as temporary and aimed at ensuring the continuity of supplies and the availability of fuel in the local market.
Cushioning Consumers
By absorbing part of the higher input costs through the flour subsidy rather than passing them on, the measure keeps the bread bundle unchanged at the point of sale. Officials presented the bread guarantee as distinct from the temporary adjustment to fuel prices, and tied continued stability to enforcement against price manipulation.
