A Saudi developer and Syria's state housing authority launched Sham View, a 178-hectare residential and commercial project between Qudsaya and Dummar in Damascus, planned for more than 10,000 units and 22,000 residents over five years.

Sham View Launched in Damascus

A Saudi real estate developer and Syria's state housing authority launched a large residential and commercial project called Sham View in Damascus on 24 August 2026, describing it as the largest investment and housing scheme of its kind in the country. The launch took place at a conference venue in the capital under the sponsorship of the Ministry of Public Works and Housing.

The project pairs a Saudi urban development company with the General Housing Corporation, and officials presented it as an early step in a broader wave of Saudi-Syrian investment.

Scale and Location

Sham View sits between the Qudsaya suburb and the Dummar area on the edge of Damascus, spanning 178 hectares, or 1.78 million square meters, with a construction timeline of five years.

The plan calls for more than 10,000 units, including 7,500 homes and over 2,000 commercial and hotel units, and is designed to house more than 22,000 people. It also includes more than seven schools, along with mosques and cultural and service centers, which are expected to generate thousands of jobs. Developers said the scheme draws on modern and sustainable construction techniques and smart-community standards.

Investor-Funded Model

The director general of the General Housing Corporation said the project is financed entirely through investor capital rather than money paid by subscribers, with installments tied to construction progress. Under that structure, a second payment falls due only after infrastructure work is fully completed.

Officials said the project was announced only after a large share of the infrastructure, road network, and zoning plan had been finished. The Saudi partner was cleared as both a certified developer and investor following checks on its financial standing and capacity.

Wider Saudi Investment

Speakers framed the launch as a shift from preliminary understanding to a strategic partnership, saying further housing and urban projects would be announced across several provinces. The head of the Saudi-Syrian Business Council described the project as the start of a package of large investments between the two countries.

The developer said additional details on unit allocation and subscription for buyers would be released within a month. The finance and justice ministers, along with Saudi and Arab ambassadors and business figures, attended the ceremony. The Saudi partner is a national company specializing in real estate development and construction management, with a strategy aligned to Saudi Vision 2030.
