Jordanian Firm Eyes Phosphate
The Jordanian company Arkan has submitted an investment offer to develop one of the phosphate blocks at the Sawwana mines in the countryside of Homs, Syria's Ministry of Energy announced on 13 August 2026. The proposal was presented to the General Establishment for Geology and Mineral Resources.
Selective Mining Plan
The offer is built around modern selective mining, a method that targets phosphate-rich layers while isolating low-grade ones. According to the ministry, the approach is intended to yield high-concentration ore meeting international specifications and to raise the economic value of the deposit.
The plan is paired with a global marketing strategy aimed at strengthening the presence of Syrian phosphate in foreign markets.
From Offer to Execution
The ministry said it is preparing a comprehensive draft that includes an economic feasibility study for the project, in preparation for moving to the implementation stage in the coming period. No financial value for the offer was disclosed.
The announcement was published by the energy ministry on 13 August 2026, describing the offer as still at the study stage ahead of any final agreement.
A Strategic Resource
Phosphate ranks among the most important pillars of Syria's mineral wealth, with large reserves and a longstanding reputation for high quality that supports export to foreign markets. Reviving the sector has featured repeatedly in the country's economic planning.
The selective-mining approach in the offer is aimed at lifting the grade of exported ore, a factor that shapes the price Syrian phosphate can command abroad.
Recent Sector Moves
In November the Ministry of Energy reopened the phosphate plant at the eastern Sawwana mines in eastern Homs after rehabilitation work, returning it to production for the first time in ten years with a capacity of 1.2 million tons per year. In December, the General Establishment for Geology and Mineral Resources signed a cooperation agreement with Tariaq, a company of Serbia's Elixir Group, to invest in and export 1.5 million tons of phosphate during 2026.
