Hisyaa Industrial City in Homs governorate allocated plots to 15 new investors during the first half of 2026, with combined declared capital of about 230 billion Syrian pounds (SYP). The new projects span a range of manufacturing sectors and are expected to create close to 655 jobs once the plants are running.

Licenses Cleared

The city granted 16 administrative licenses over the period. Each was issued after an on-site committee reviewed the condition of the facilities and cleared them to begin production, the final step a plant needs before it can operate. Authorities also issued 48 new construction permits and renewed 112 existing ones.

Plots and Contracts

Alongside the licensing, the administration organized 19 sale contracts between the city and incoming investors, together with 30 lease agreements. The arrangements formalize the allocation of industrial plots to firms preparing to build new facilities or expand existing ones.

How Permits Move

Officials described a sequenced approval path for construction. Once an investor is assigned a plot, a building-permit request is processed through a survey plan or sketch and referred to the engineers' syndicate, which confirms the site's general location and its construction requirements. The file then returns to the city for auditing before the permit is issued.

Manufacturing Base

The new investors are distributed across different types of industry. Together with the fresh construction permits and the renewals, the activity reflects continued licensing and building work at the site over the first six months of the year, with the bulk of the projects still moving from paperwork toward production.
