Deals Signed in Homs
The administration of the Hassia Industrial City and a private real-estate development company signed two memoranda of understanding on Monday, 5 October 2026, one to launch a new industrial complex and the other to develop an integrated residential suburb beside it. The signing was held in the presence of the deputy minister of economy and industry and the governor of Homs.
The stated purpose of the two agreements is to support industrial expansion at Hassia and to provide advanced infrastructure along with housing services that meet the needs of the investors and workers tied to the zone.
A Million-Meter Industrial Zone
The first memorandum covers the development of industrial infrastructure across an area of about 1 million square meters, described as expandable. The plan is to prepare serviced plots that are ready to build on, so that manufacturers can move directly to setting up their facilities.
The project carries the name Surouh Industrial City, and its declared aim is to widen the base for industry at the site by turning raw land into parcels fit for factories.
Housing for the Workforce
The second memorandum sets out the studies and the master plan for an integrated residential suburb spanning 500,000 square meters. The district is designated for the workers, the technical staff and the owners of the facilities operating inside the industrial city.
Placing housing next to the production lines is meant to meet the accommodation needs of the people who will run and staff the new plants, from laborers to business owners.

The two documents remain at the memorandum-of-understanding stage, which means detailed studies and planning still lie ahead before any ground is broken. Taken together, they reflect an effort to package serviced industrial land and nearby housing into a single offer aimed at drawing investors.
The declared goal is to broaden the manufacturing base at Hassia and to build out the kind of advanced infrastructure that industrial growth there would require. Officials attending the signing presented the step as support for broader industrial expansion.
